Введение

Актуальность и исследовательская проблема

Интернет продолжает активно распространяться по планете. Более 67%1 населения земли пользуется интернетом. На рубеже тысячелетий стали возникать и современные социальные медиа, то есть сайты, а позднее и приложения, с помощью которых пользователи могут общаться и обмениваться контентом. К апрелю 2024 года число их пользователей превысило более чем 5 миллиардов2, то есть практически 63% населения земли3. В России доля пользователей социальных медиа выше среднего по миру: около 86% населения регулярно, то есть каждый день, пользуются социальными медиа4.

Первоначально, появление интернета и социальных медиа, то есть интернет-сайтов или приложений, позволяющих пользователям создавать оригинальный контент и обмениваться информацией, было воспринято с оптимизмом. Некоторые даже провозглашали появление «новой публичной сферы»5, подобной описанной Ю. Хабермасом политической публичной сферы конца XVIII века67. В 2010 г. Л. Даймонд назвал интернет и социальные медиа «технологиями освобождения» - технологиями, потенциально способными расширить возможности для общественной дискуссии и политического участия, «демократизировать» политическую

дискуссию и привести к возникновению более открытых обществ8. Источником подобного рода оптимизма было то, что с точки зрения множества теорий демократий свободный неограниченный доступ к информации и возможность свободно выражать собственное мнение являются одними из основ функционирования демократии. К числу таких теорий относятся, например, концепция процедурной демократии Р. Даля9 (и полиархии как наиболее близкого ее возможного воплощения), теории10 «делиберативной демократии»11, получившие большую популярность с 1990-х годов, указывающие на важнейшую роль делиберации, то есть особого рода обсуждений, соответствующих определенным критериям, как основы демократии, теория агонистической демократии Ш. Муфф также указывает на особую важность сохранения плюрализма12. Впрочем, вскоре первоначальный оптимизм сменился большим скепсисом. Государства, вне

зависимости от типа режима13, ограничивали коммуникацию в интернете как на законодательном уровне14, требуя от интернет-сайтов удалять определенный контент15, так и техническими мерами, например, пресекая доступ пользователей к зарубежным сайтам16. То же произошло и с социальными медиа: там свобода дискуссий оказалась ограничена не только

медиа18, при этом в разных странах и социальных медиа сила таких ограничений отличается19. Социальные медиа стали использоваться для

целенаправленных кампаний по продвижению определенных точек зрения,

при этом такие кампании проводились как государственными20, так и негосударственными акторами21. Используемые социальными медиа алгоритмы персонализации стали обвинять в росте поляризации в обществе22, в возникновении сегрегированных групп пользователей со схожими убеждениями23, в распространении недостоверной информации24, более того, они, скрыто от пользователя, могут отдавать предпочтение

определенным политическим позициям, занижая представленность противоположных позиций. Всё это обусловливает важность изучения различных мер контроля над коммуникациями в социальных медиа, использующихся для воздействия на формирование общественного мнения25 в социальных медиа.

Существующие на сегодняшний день немногочисленные эмпирические исследования мер контроля над распространением информации не дают однозначного ответа на вопрос, какое влияние их применение оказывает на формирование общественного мнения и в каких обстоятельствах. Ограничения, направленные на противников прививок в 2019 году, успешно подавляли распространение создаваемого ими контента26, но в период пандемии эффективность таких ограничений снизилась27. Аресты «лидеров мнений» в Саудовской Аравии не привели к снижению активности их сторонников в социальных медиа28, но «деплатформинг» ряда «ультраправых

политических комментаторов» снизил активность их сторонников29. «Тролли»3031, целенаправленно продвигавшие определенные точки зрения,

Другие исследования показывают, что сконцентрированные в узком сегменте политизированных пользователей «тролли» не оказывали влияния на общественное мнение33. В то же время сентимент политически нейтральных пользователей после взаимодействия с «ботами-астротюрферами34»

претерпевал значительные изменения35.

Работы, выполненные с использованием методов вычислительного моделирования, также демонстрируют различные результаты. Некоторые работы показывают, что ограничения, накладываемые на доступ или распространение информации, воспринимаемой накладывающими ограничения акторами как «нежелательная», способны подавить распространение такой информации36. В то же время другие исследования показывают обратный эффект37. Работы, посвященные моделированию целенаправленных кампаний по продвижению определенных точек зрения, демонстрируют скорее потенциальную эффективность подобных кампаний38, что, впрочем, соответствует результатам не всех исследований, выполненных

на эмпирическом материале39. Отдельной проблемой является то, что эти модели зачастую опираются на различные теоретические допущения, что существенно усложняет сравнение полученных результатов.

Таким образом, проблема данного исследования заключается в том, что существует лакуна в понимании того, как различные «меры контроля» над распространением информации влияют на формирование общественного мнения в социальных медиа, при каких условиях они эффективны, то есть оказывают желательный с точки зрения применяющего их актора эффект, а при каких условиях приводят к обратному, «нежелательному», эффекту или не оказывают вообще никакого эффекта.

Разработанность проблемы

Поставленная проблема должна быть рассмотрена по двум основным направлениям.

Во-первых, следует выделить основные особенности коммуникаций в социальных медиа, которые могут оказывать эффект на формирование общественного мнения. Во-вторых, следует рассмотреть литературу, посвященную моделированию формирования общественного мнения в социальных медиа.

Это, во-первых, существование «лидеров мнений», то есть пользователей, обладающих наибольшим числом контактов с иными пользователями40. Некоторые исследования также показывают, что такая «цифровая элита» обладает диспропорционально большим влиянием на

процессы распространения информации в социальных медиа41. В то же время другие исследования демонстрируют, что относительное влияние «цифровой элиты» и «цифровой периферии» (обычных пользователей) на процессы распространения информации зависит от того, какого рода информация распространяется42. К примеру, Д. Ромеро, Б. Мидер и Дж. Клейнбер показали, что для того, чтобы человек поучаствовал в распространении «политизированных» хэштегов важно, чтобы на него оказывалось воздействие со стороны множества соседей по сети, а для хэштегов, не связанных с политикой, множественного воздействия не требуется43

Во-вторых, пользователи со схожими предпочтениями чаще коммуницируют друг с другом44. Это не является какой-либо отличительной особенностью только социальных медиа - и в обычной жизни схожие по своему социально-экономическому положению, этническому происхождению или политическим предпочтениям45 люди тоже с большей вероятностью формируют связи друг с другом46. В контексте коммуникации в социальных медиа это означает, что схожие люди не только с большей вероятностью окажутся связаны друг с другом, но и с большей вероятностью получат информацию, подтверждающую их существующую точку зрения47.

Потенциально это может вести к формированию относительно гомогенных групп48, так называемых эхо-камер, и способствует росту политической поляризации в обществе49. Тем не менее пока в научном сообществе не сформировался консенсус по вопросу, в какой степени гомофилия в социальных медиа влияет на рост политической поляризации: некоторые исследования показывают, что коммуникация в социальных медиа также может поляризацию и снижать50. Весьма вероятным представляется, что различия в результатах исследований вызваны тем, что уровень гомофилии различается в разных странах, в различных социальных медиа51, в зависимости от конкретного предмета обсуждения52 или текущего политического контекста53. Однако это также может влиять и на эффективность различных мер контроля над распространением информации.

В-третьих, социальные медиа не являются нейтральными площадками, на которых пользователи просто взаимодействуют друг с другом. Алгоритмы, используемые социальными медиа, фильтруют контент на основе данных о предпочтениях конкретного пользователя, стараясь подобрать такой контент, который с максимальной вероятностью позволит удержать его внимание54. Еще на заре социальных медиа было выдвинуто предположение, что это может привести к тому, что, получая только соответствующую собственным убеждениям информацию, пользователи с разными убеждениями окажутся изолированы в своего рода

Некоторые исследования показывают, что рекомендательные системы действительно могут формировать для определенных пользователей «пузыри фильтров» и способствовать их радикализации56. Другие исследования демонстрируют, что алгоритмы поисковых систем и социальных медиа не погружают своих пользователей в «пузыри фильтров», а напротив, идеологическое разнообразие получаемой ими информации было выше, чем у пользователей, не использовавших поисковые системы или социальные медиа для чтения новостей57. Иногда выявляется третий эффект - гомогенизация потребляемого пользователями контента, что продемонстрировали Т. Нгуен и его соавторы58, показав, какое влияние оказала рекомендательная система на предпочтения пользователей на сайте, посвященном кинематографу. Также существует потенциал намеренной манипуляции алгоритмами персонализации так, чтобы они отдавали предпочтения продвижению определенного политического контента и ограничивали доступ к другому. Использование алгоритмов для подбора контента - не единственный способ взаимодействия социальных медиа с пользователями. Четвертая особенность социальных медиа состоит в том, что функционал аккаунта пользователя или доступ к созданному пользователем контенту может быть ограничен социальным медиа по тем или иным причинам: по требованию органов государственной власти60 или из-за распространения «нежелательного» на данной платформе контента61. Эмпирические исследования демонстрируют, что эффект такого воздействия может быть как «желательным»62, то есть снижать распространенность «нежелательного» контента, так и «нежелательным», то есть увеличивать интерес к нему63. При этом даже исследования, проводившиеся в схожих социальных контекстах в близкие временные интервалы показывают различные результаты. Так, попытка ограничить в 2020-ом году доступ к информации о «ноутбуке Хантера Байдена» вызвала резкий рост интереса к этой информации64, в то же время как значительное усиление ограничений на другой платформе социального медиа успешно подавило распространение «недостоверной

информации»65. Ограничения, которые были введены в 2019 году для борьбы с противниками вакцинации, успешно сдерживали распространение создаваемого ими контента66. Однако в период пандемии эффективность этих ограничений значительно снизилась67. Также неясно, эффективны ли такие меры только при их применении против широкого круга пользователей или достаточно ограничений, нацеленных на немногих пользователей: так, как уже было упомянуто выше, аресты «лидеров мнений» в Саудовской Аравии не привели к снижению активности их сторонников в социальных медиа68, но удаление аккаунтов некоторых «ультраправых политических

комментаторов» активность их сторонников снизило69.

И, пятая особенность, это то, что не все пользователи социальных медиа являются теми, за кого себя выдают. Значительную долю, вплоть до 20%70 от общего числа аккаунтов составляют боты, автоматизированные программы71, в некоторых случаях маскирующиеся под людей. В периоды активных онлайн-обсуждений значительную часть постов (вплоть до 50% от общего числа) в социальных медиа могут составлять посты, опубликованные такими аккаунтами72. Такие аккаунты могут исполнять различные функции: распространять недостоверную информацию73, агитировать за различных
